Ambassador’s Remarks- Interaction with the Malagasy Civil Servants

Distinguished Civil Servants, Ladies and Gentlemen,


Namaste, Salama, Good Afternoon. It is my pleasure to interact with you today, before your departure to India for the 2nd special training program at the National Centre for Good Governance of India (NCGG), as part of the MoU signed between NCGG and the National School of Administration of Madagascar (ENAM) in March this year. I am glad to note that your training program will focus on agriculture and food security, the areas which are of vital importance to our two countries. 


2. As you are aware, India is not only the world’s fastest growing major economy but also an agrarian country where nearly 50% of the population dependent on agriculture. As home to the world’s largest arable land, India is the largest producer of milk, pulses and spices. It is the world’s second-largest producer of rice, wheat, sugar, marine products, fruits, vegetables, tea and cotton. During FY 2024-25, India’s agricultural exports amounted to US$ 52 bn, which are poised to double by 2030. You might also be aware that India is a global leader in the production of agricultural machinery, accounting for nearly 40% of all the tractors produced in the world. 


3. Last year, taking advantage of its thriving digital ecosystem, the Government of India has adopted a “Digital Agriculture Mission” which envisages the creation of a Digital Public Infrastructure (DPI) for Agriculture. This includes “AgriStack” which is a platform for farmer data and service delivery and the Krishi (Agriculture) Decision Support System which integrates and standardizes geospatial and non-geospatial data for evidence-based decision-making. You might also be aware that India’s Pradhan Mantri Fasal Bima Yojana (Prime Minister’s Crop Insurance Scheme) is the world’s largest insurance coverage for more than 560 million Indain farmers against crop losses due to unpredictable natural calamities.


4. In conclusion, I would like to reaffirm that as a close neighbour and a fellow developing country in the Indian Ocean Region, India cherishes its longstanding bonds of friendship and people-to-people linkages with Madagascar. In line with the ancient Indian philosophy of “Vasudhaiva Kutumbakam” (World is One Family) and Vision MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions), India desires to see the emergence of Madagascar as a thriving nation. I am confident that the training program at NCGG in India will help you to understand and benefit from India’s experience and expertise in the areas of agriculture and food security.
