Ambassador’s Remarks at the

Handing Over Ceremony of the Digital Equipment

at the Independent National Electoral Commission of Madagascar

(Antananarivo, 29 April 2025)

***

President of the Independent National Electoral Commission of Madagascar (CENI) H.E. Mr. Dama Andrianarisedo Arsene,

Representatives of the CENI, Ministry of Foreign Affairs and the Ministry of Interior,

Excellencies, Ladies and Gentlemen,

Namaste, Salama, Good Afternoon! It is my pleasure to take part in today’s handing over ceremony of the digital equipment donated by the Government of India to the CENI. This gifting is a reflection of the traditional bonds of friendship between India and Madagascar and also of the growing cooperation between the Election Commission of India and CENI on democracy and elections. I also take this opportunity to express my deep gratitude to the Government and the people of Madagascar for their solidarity with the people of India after the recent horrific terrorist attack in the Union Territory of Jammu and Kashmir. India deeply values the support of Madagascar in our joint fight against the scourge of terrorism.

2. As the world’s largest democracy with deep-rooted democratic traditions, India stands ready to share its electoral experience and best practices with Madagascar. I am glad to note that last year the President of CENI undertook a study tour to the India International Institute of Democracy and Election Management (IIIDEM) in New Delhi and a delegation from CENI witnessed the parliamentary elections held in India, which were the largest democratic exercise in the history of the humankind. I also recall the gifting of 3 no.s of 9-ton trucks by the Government of India in December last year, to assist CENI in the smooth conduct of the municipal elections in Madagascar.

3. I would like to conclude by reaffirming that as a close neighbor and a fellow democracy in the Indian Ocean region, India cherishes its long-standing partnership and people-to-people ties with Madagascar. In line with the ancient Indian philosophy of Vasudhaiva Kutumbakam (World is One Family) and Vision MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions), India stands ready to share its developmental experience and expertise, as per the needs and priorities of Madagascar. I am confident that India-Madagascar partnership will scale newer heights in the days to come, under the visionary leadership of Prime Minister of India H.E. Mr. Narendra Modi and the President of Madagascar H.E. Mr. Andry Rajoelina. Once again, thank you for joining in today’s handing over ceremony of the digital equipment.
