Ambassador’s Remarks- Interaction with the Malagasy Civil 
Servants
(Antananarivo, 23 May 2025)

Representatives of the Government of Madagascar,
Distinguished Civil Servants, Ladies and Gentlemen,

Namaste, Salama, Good Afternoon. It is my pleasure to interact with you all today, prior to your departure for the 1st special training program at the National Centre for Good Governance (NCGG) in India. I would also like to congratulate you for being the first batch of Malagasy civil servants to undergo training under the Memorandum of Understanding between NCGG and the National School of Administration of Madagascar (ENAM) which was signed in March this year.

2. As you are aware, India and Madagascar are close neighbours and fellow developing countries in the Indian Ocean region, which share centuries-old bonds of friendship and people-to-people linkages. Our bilateral relations have grown rapidly in recent years, especially after the visit of the then President of India H.E. Mr. Ram Nath Kovind to Madagascar in 2018. Last year, Prime Minister Narendra Modi and President Andry Rajoelina had a fruitful meeting, on the sidelines of the World Governments Summit in Dubai and agreed to take steps to further strengthen India-Madagascar partnership. Madagascar has been an active participant in the meetings of the “Voice of the Global South Summit” held in the virtual format under India’s chairship. I am also glad to take note of the close cooperation between our two countries at the United Nations and multilateral fora like the Indian Ocean Rim Association, International Solar Alliance, Coalition for Disaster Resilient Infrastructure etc.

3. I would like to conclude by reaffirming that in line with the ancient Indian philosophy of “Vasudhaiva Kutumbakam” (World is One Family) and Vision MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions), India will continue to share its developmental experience and expertise, as per the needs and priorities of Madagascar. I hope that the insights you gain from your two-week training program at NCGG in Mussoorie and New Delhi will help you to contribute towards the emergence of Madagascar as a thriving nation.
